Alle europäischen Städte mit mehr als 200. 000 Einwohnern können sich bewerben. Die eingegangenen Anträge werden anhand von zehn Umweltkriterien geprüft. Die Jury setzt sich zusammen aus Vertretern der Europäischen Kommission, der Europäischen Umweltagentur, des Internationalen Rates für lokale Umweltinitiativen (ICLEI), des Europäischen Verbands für Verkehr und Umwelt (T&E), der Vereinigung der Hauptstädte der Europäischen Union (UCEU) und des Ausschusses der Regionen."@de;
